With reference to your cypher telegram of the

6th. instant, I have the honour to inform you that on the 14th. instant I summoned a meeting of the District Watchmen Committee at which the local Chinese residents named in the enclosed copy of the remarks I made were invited to be present. Only the following.

however, put in an appearance:-

Charles Lee,

Young Sai Ngam,

Cheung Hok Ling,

Wong Wong Po,

Chan Kang U.

Chan Chik U, and

Lam Wu.

Some of the others were not in the Colony at the time.

2.

I deemed it expedient to warn those present of the inevitable result of pursuing the policy, so popular among the Cantonese, of setting up a South China Republic.

3.

I have sent a copy of this Despatch and of its enclosure to His Majesty's Charge d'Affaires at Peking.
